Zachary Ceriani

Investigations Counsel

Zachary Ceriani has served as investigations counsel for the Horseracing Integrity & Welfare Unit (HIWU) since March 2023. His main role is to assist and advise on investigative matters and operations while providing litigation support as needed.

Before joining HIWU, Ceriani worked the better part of a decade for the Colorado Department of Revenue with the Division of Racing Events and Colorado Racing Commission, where he advised the division director on regulatory and enforcement matters, as well as lead rulemaking and prosecution efforts for medication and other rule violations. During that time, he also provided support to sister agencies- the Division of Gaming and the Marijuana Enforcement Division- as a regulatory and legal analyst, where he assisted with the development of the newly formed Sports Betting Unit and preparing regulatory administrative actions for regulated marijuana businesses and licensees.

Ceriani received a Bachelor of Arts degree in philosophy with a minor in political science from Metropolitan Statute University in Denver, Colorado. He attended law school at Whittier Law School in Costa Mesa, California, and obtained his Juris Doctor degree in May of 2014.
