Under HISA’s Anti-Doping and Medication Control (ADMC) Program, Covered Persons, including veterinarians, are prohibited from possessing Banned Substances or Banned Methods at all times in facilities or jurisdictions covered by HISA unless they can show a “compelling justification” for the possession.
