Michael Hardy, DVM
Acting Chief of Science
Dr. Michael Hardy joined the Horseracing Integrity & Welfare Unit (HIWU) as acting chief of science in July 2025. In this role, Dr. Hardy oversees HIWU’s science department, including the HISA Equine Analytical Laboratory (HEAL) accreditation program, identifying research priorities, collaboration on testing and investigative strategies, laboratory support, and education efforts for the Anti-Doping and Medication Control (ADMC) Program.
Currently, Dr. Hardy also serves as executive director at the Racing Medication and Testing Consortium (RMTC). At the RMTC, he oversees the efforts of the Scientific Advisory Committee (SAC), including tactical research, the Laboratory Accreditation and External Quality Assurance Program, regulatory veterinarian and other industry stakeholder continuing education programs, and other breed specific initiatives. Dr. Hardy is also responsible for leading efforts to educate industry stakeholders and develop science-based medication guidance in alignment with HISA’s ADMC Program.
Prior to these leadership roles, Dr. Hardy spent more than 16 years as a racing regulatory veterinarian. He began his career with the Kentucky Horse Racing Commission and later joined Horseshoe Indianapolis as the chief official racing veterinarian, which preceded his time as the safety director. Since 2015, he has also participated as a member of Breeders’ Cup’s Veterinary Panel.
Dr. Hardy is a member of the American Association of Equine Practitioners. He earned his Bachelor of Arts from Franklin College and his Doctor of Veterinary Medicine from Purdue University School of Veterinary Medicine.
