Charles Adams joined the Horseracing Integrity & Welfare Unit (HIWU) as an investigator in December 2025. He is responsible for conducting investigations as part of the enforcement of the Horseracing Integrity and Safety Authority’s Anti-Doping and Medication Control Program.
Adams retired from the FBI after a career as a supervisory special agent. Most recently, he led the Joint Terrorism Task Force in the Anchorage division, overseeing investigations into international and domestic terrorism, as well as the division’s Bomb Technician and Weapons of Mass Destruction programs. He also served at FBI headquarters on the Foreign Influence Task Force. As a special agent, Adams investigated violent crime, including an FBI Top Ten fugitive, bank robberies, and drug trafficking organizations, one of which resulted in the seizure of a significant amount of cash, narcotics, and firearms and the federal conviction of 19 individuals. His career also included participation on the investigative team for the 2001 anthrax letter mailings and temporary assignments in Nairobi, Kenya, and Kabul, Afghanistan.
Before his FBI service, Adams was a special agent with the Naval Criminal Investigative Service (NCIS) as well as an officer with the Arlington County Police Department. He brings more than 40 years of equine industry experience including teaching, breaking, training, and competing in dressage, three-day eventing, fox hunting, and steeple chasing.
Adams earned his Master of Forensic Science from George Washington University and his Bachelor of Science degree from Towson University.
