Senior Litigation Counsel

Allison J. Farrell has served as senior litigation counsel for the Horseracing Integrity & Welfare Unit (HIWU) since November 2022. She is charged with prosecuting and litigating violations of the Horseracing Integrity and Safety Authority’s Anti-Doping and Medication Control Program.

Before joining HIWU, Farrell was a partner at Jenkins Fenstermaker, PLLC, in Clarksburg, West Virginia, and she brings experience as a private practice attorney in the fields of equine law, real estate, and oil and gas. Farrell founded the equine law practice, The Legal Equine, which covered Pennsylvania, Ohio, and West Virginia. As a litigator, she has practiced in numerous jurisdictions, including federal district court and the West Virginia Supreme Court. Farrell is a former print journalist who worked in both New York and Montana and she is also co-owner of Almost Heaven Vanners, LLC, a Gyspy Vanner horse farm.

After receiving a Bachelor of Arts degree from the University of Montana and a Master of Arts degree from the State University of New York at Buffalo, Farrell graduated from West Virginia University College of Law.
