What is the Horseracing Integrity & Welfare Unit?

The Horseracing Integrity & Welfare Unit, also known as HIWU, is the independent agency that enforces the Horseracing Integrity and Safety Authority’s (HISA) Anti-Doping and Medication Control (ADMC) Program. The program applies to Thoroughbred racing.

Where did HIWU come from?

HIWU, established in 2022, is a division of Drug Free Sport International, a worldwide leader in drug testing in sports. Among Drug Free Sport International’s clientele are the NFL, NBA, NCAA, MLB, PGA Tour, NASCAR, International Tennis Federation, and International Testing Agency.

What do Drug Free Sport International and HIWU have to do with HISA?

Drug Free Sport International contracted with HISA to build an enforcement agency to administer HISA’s ADMC Program. That enforcement agency is HIWU.

Who works for HIWU?

HIWU’s world-class team is composed of individuals with extensive experience in both human and equine anti-doping programs. Our growing team continues to add the skill sets and backgrounds needed to manage all of the core responsibilities of the ADMC Program, including testing operations, results management and adjudication, investigations, education, science, and laboratory accreditation.

Is HIWU working with the racing community as it enforces HISA’s ADMC Program?

In addition to HIWU staff members, HIWU’s efforts are facilitated by collaboration with stakeholders in the racing industry, including state racing commissions, racetracks, laboratories, veterinarians, and horsemen.
